Sheff Wed Faces Serious Challenges, States Football Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's persistent issues represent a a "serious issue" and the independent regulator is seeking powers to examine team situations in similar circumstances, its new chair the official has declared.

During an extensive discussion, the regulator, who was recently selected, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporter groups representing the South Yorkshire club this week.

The team have been struggling on and off the field in 2025, with the club delaying salary disbursements on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"The club represents one of the iconic names for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they need to be investigated and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor the current owner suggested earlier this year he would be open to selling the club at the stadium, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in spring months led to sanctions by the football authorities in summer, blocking the team from conducting any recruitment activities for the subsequent signing windows, although the ban was rescinded in late summer.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where people are committed to a community organization that has been part of their lives in multiple situations.

"I completely understand the club's situation, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for causes separate from the fans themselves."

When asked if the oversight body could require an proprietor to divest a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The final option we would consider is begin intervening in an specific team, an specific proprietor, without being in a position to cooperate with that proprietor to address the problems affecting the organization and the chairman's encountering," the regulator explained.

"But the truth is, when you look back over the history of football, over the last 20 or 30 years there have been some owners, few in number, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately decline to assume obligation for the future."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to detail the scope of the authority recently and stated it constituted a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the sport makes errors, the remarkable development accomplished might evaporate swiftly," the chairman stated.

"And that's what nobody wants in the terms of English football is a major achievement - we must maintain momentum.

"Considerable investment flowing into the game and has been invested for the last 20 or 25 years, because there are no assurances it will keep flowing into the sport, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the achievement and development as an financial organization of the Premier League.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of this country. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a substantial amount of confidence -and, in fact, they have been informing us confidentially they have a significant confidence."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he disclosed making donations to the Labour Party in the past.

The official contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any type of partisan engagement."
